Shanya M. Hill was using her Grandma Robyn "Big Mama" Armstead phone to solicit herself. Grandma upset asked Mother Jakia Carroll to remove the pictures from her phone. Jakia Carroll reported the soliciting to Federal Probation Officer Barry Raymond, OAR Caseworker, Federal Public Defenders Office Ellen Shultz, PWC DSS and CPS seeking support and assistance to help Shanya M. Hill. After Jakia Carroll reported this to Federal Probation Officer Barry Raymond, the probation officer set up services with Counseling and Forensic Services for the Mother to assist the Federal Government with the 2002 case and Violate Jakia Carroll for not discussing the case with the therapist Melissa Renner.

The Commonwealth of Virginia Eastern Federal Division and Prince William County Police Department is able to use (Misdemeanor Paraphernalia) as a Felony Drug Charge and target Jakia Carroll using Federal and Local Judicial Courts for the same case at the same time.
