DC Child and Family Services Agency claimed to work to reunite the family while placing Kemontay in permanent care while denying the Mother Basic Needs and Human Rights. The District of Columbia Department of Behavioral Health is the key to creating a mental health case that is verbatim what the Federal informants and relatives claimed to the public on Facebook July 27, 2017. The mental instability of the Mother Jakia Carroll is based on her reporting legit crimes by federal and local agencies and this is done by the good and decent people in society protecting and serving humanity for the good of mankind. The Federal and local agencies collaborations is only to target and prey on the child while illegally within the law creating a false predator history based on 2002 case which is used in the DC Superior Court Education Neglect Case. The Employees involved from all agencies only recall Mother Jakia Carroll claiming the government is after her and nothing realistically happening to the Mother or her children. The Mother Jakia Carroll is making all of this up due to her untreated mental health issues and her refusal to take medication for bipolar as the relatives and informants claimed in PWC VA July 27, 2017 when Mother Jakia Carroll asked public to assist with the whereabouts of her daughter, after Shanya ran away from PWC DSS and the family claimed not to know or hear from the child came out with the child claiming Shanya was molested by her mother and her mother went to prison. This is also what was told to Jakia Carroll Manager in PWC VA Lake Ridge 2/15/2011 and used to target the Mother on her job. The 2002 case is used to prevent the Mother from employment claiming Jakia Carroll has not worked in the past ten years while SSI decrease the Mother SSI for working for two years for over $100 a month until child is removed from the Mother (No Financial Hardship). Stephanie Squires is assisted by the DC Attorney General Office, DC Superior Courts, and Court Appointed Attorney to asist the government in illegally removing and permanently displacing a black child that is in danger of the same people protecting and serving. This is a norm and the Federal and Local Agencies along with the blacks and minorities assisting while protecting and fighting for the people at the same time. The DC Councilmember McDuffie Office is clearly aware that Kemontay is not an abused nor neglected child and took the child backpack on November 17, 2018 while family filed complaint against the DHS Security for attacking and injuring Jakia Carroll in the shelter while using DC CFSA to assist them in targeting the child. The DC Council pretend to care about the people while targeting families and preying on the children. There no laws relevant to our black lives or to protect our black lives. This is hundreds of people along with dozens of agencies along with the Churches, Communities, and my own relatives and informant gang gang, new age Thug Life. None of this is true neither and is all the mental instability of the Mother. The lack of morale and care for humanity do not exist in the sickness of the good and decent people.

In all the government employees testimonies before the DC Superiir Courts the Mother is paranoid and claim the government is after her. None of the government employees seem to be able to understand nor communicate withe Mother because everything she says is irrational and insane pertaining to reality of the situation. Though there is no grounds for mental instability for the removal of the child the government then utilize The Department of Behavioral Health to create a false mental health history.

The Mother is placed on the Mental Health ACT Team. This team support severe mental health patients that I s not able to function day to day without direct support.
