DC Child and Family Services Agency claimed that concerned homeless families was calling claiming to see Jakia Carroll and Kemontay Carroll coming and going from the building, then you see where DHS Staff is claiming child is left in room alone, and all this is happening while Mother Jakia Carroll is unable to walk due to scar tissue from past surgery. It took three months from July 26, 2018 - Oct. 8, 2018 before Jakia Carroll could walk further than two short blocks with out severe pain and needing pain medication to deal with the pain. The Mother did not argue or respond on October 31, 2018 when attacked due to medical issues and was severely injured and denied medical treatment to assist DHS District 5 denied filing a police report to Jakia Carroll.
