Kemontay is born to Mother Jakia Carroll 5/13/2012 in Prince William County Virginia. Kemontay has been with his Mother all his life until 2019 when DC Federal and local agencies assisting Prince William County Federal and local agencies in a crime to target Mother. The Relatives assisting in the crimes to molest Shanya M. Hill while soliciting the child through the DMV and other areas came out in the public using Shanya M. Hill to claim she was molested and her mother went to prison for it and her baby brother is in danger. The goal in the informant Demetrius Perkins, Andre Hines, Christopher Stanley, Leontay Carroll, Tania Carroll-Majors, Tyeesha Carroll and Ieesha Carroll coming out on Facebook July 27, 2017 claiming Jakia Carroll is Bipolar and Mentally unstable and none of the family deal with her and all of the family including Shanya was together and doing well. The District of Columbia used what the relatives and informants in Va started to target Kemontay Carroll in The District of Columbia. The Office of Administrative Hearings Final Order Stating the Basic Needs and Rights of Jakia Carroll and Kemontay Carroll is denied by the District of Columbia CFSA, DHS, TCP, OSSE "Red Team" to target child. Kemontay is un-enrolled and denied homeless student services by PWC Old Bridge Elementary Oct. 12, 2017 while PWC VA DSS and CPS removed family from PWC VA Housing Authority List and relocated family to DC for housing where DC Department of Human Services Denied the family basic needs and human rights for over a year with attacks on Family while in the shelter to target the child.

On 3/13/2019 CFSA Caseworker Lana Lopez Falsified Evidence under oath to take Kemontay into custody with the support of the DC Attorney General, GAL, Court Appointed Attorneys, and DC Superior Court Judges. DC Attorney General was able to produce falsified records and was able to use DC Medical facilities including Mental Health Services to assist in crimes against family while claiming the Mother is Mentally Unstable, After DC Superior Courts Found NO Grounds for Mental Instability. Mother is denied an Appeal for Education Neglect by Court Appointed Attorney Phillip Skillman to assist DC Courts.

Kemontay is denied Medical Insurance, Disability Benefits and Treatment, as well as education to target the child. When the Mother did not drop the ball the DC Superior Courts utilizing DC Attorney General is allowed to create falsified records along with other agencies to target families. This is done by collaboration of agencies utilizing resources to deny families basic needs and human rights while DC Superior Courts
