District of Columbia Public Schools is 88% Illiterate from K3 - 12th Grade. Kemontay has a speech impediment which make words and sounds of words a challenge. By focusing on Kemontay learning individually on his own pace he was able to read and write above his grade level. Homeschool is his only option in the District of Columbia due to the poor quality of education and the 90% physical, mental, and sexual abuse in DC Public Schools as reported to DC Council at education hearings, for how many years?
