Kemontay is un-enrolled and denied homeless student services by PWC Old Bridge Elementary Oct. 12, 2017 while PWC VA DSS and CPS removed family from PWC VA Housing Authority List and relocated family to DC for housing where DC Department of Human Services Denied the family basic needs and human rights for over a year with attacks on Family while in the shelter to target the child.

On 3/13/2019 CFSA Caseworker Lana Lopez Falsified Evidence under oath to take Kemontay into custody with the support of the DC Attorney General, GAL, Court Appointed Attorneys, and DC Superior Court Judges. DC Attorney General was able to produce falsified records and was able to use DC Medical facilities including Mental Health Services to assist in crimes against family while claiming the Mother is Mentally Unstable, After DC Superior Courts Found NO Grounds for Mental Instability. Mother is denied an Appeal for Education Neglect by Court Appointed Attorney Phillip Skillman to assist DC Courts.

Kemontay is denied Medical Insurance, Disability Benefits and Treatment, as well as education to target the child. When the Mother did not drop the ball the DC Superior Courts utilizing DC Attorney General is allowed to create falsified records along with other agencies to target families. This is done by collaboration of agencies utilizing resources to deny families basic needs and human rights while DC Superior Courts

Prince William County Child Protective Services Worker Valerie Wenhold falsified official court records in PWC VA Judicial Courts. The CPS worker would need the PWC VA Judicial Courts, VA Attorney General, PWC VA Department of Social Services, and PWC VA Public Schools to be on board with falsifying official records legally. July 2014 Valerie Wenhold told Mother Jakia Carroll that Shanya well-being was fine with Timothy Armstead and he had the Support of Tania Carroll-Majors, Tyeesha Carroll, and Ieesha Carroll. Valerie Wenhold claimed Shanya was doing well with the relatives because Shanya and I had a horrible relationship (Andre Hines Federal Informant sexually involved with Shanya and directly involved with the relatives). Shanya call Prince William County Police because her Mother was going to beat her butt. PWC Police Officer Mr. White spoke with Shanya alone in the Kellogg residence (Pop's House) seven houses up from Parents Residence. Officer White tell Shanya she is spoiled and that getting her butt beat is not abuse for doing the wrong thing for over six months and only being punished. After Officer White left Shanya ran away to the relatives and family that she has been with since this date and ongoing.

May 12, 2014 PWC VA Police Department contact Mother Jakia Carroll and stated that Timothy Armstead was taking legal custody.

The PWC VA Police told Mother Jakia Carroll there was nothing she could do because Jakia Carroll did not remove custody from parents from 2002.

June 6, 2014 Mother Jakia Carroll report Timothy Armstead to Prince William County Child Protective Services and Valerie Wenhold get the case and contact the family and Mother Jakia Carroll about the Mother concerns for Shanya M. Hill not attending school, soliciting, and committing crimes in the community.

May 6, 2014 Mother Jakia Carroll turned over Shanya M. Hill phone to PWC Police Detective Mellis the same officer at the family residence based on the March 30, 2014 incident in the family home. Detective Mellis told Mother Jakia Carroll that it was not illegal for Shanya M. Hill to solicit herself or other children. Mother Jakia Carroll worked hard to get assistance for Shanya M. Hill while Prince William County Federal Agents and PWC Police assisted in the sexual abuse and soliciting of Shanya M. Hill to target Mother for 2002 case which is used in District of Columbia Courts to make Mother a predator and a danger to son Kemontay Carroll 3/15/2019.

Kemontay was above grade average but family was struggling with $46 a month SNAP Benefits and Mother SSI of $659 which $500 paid living expenses to ensure less damage to credit and storage of all Mother and Son belongings from Kellogg Residence with Phillip Harried II (passed away 7/7/2014).
